If my application is installed as a 50 user network installation, can a customer temporarily transfer one of those users to a laptop and take it off-site?

Yes, we refer to these as 'Roaming Licences'.  You can control how many of their network users can be temporarily used as roaming licences and for how long.  The laptop does not necessarily need Internet access.
