I have made changes to the CopyMinder settings but they have not appeared on the users installation.

Any modifications made to the web site will not get transferred to the user's installation until it next accesses the web site.
 
You can force it to go to the web site by putting ForceWebCheck=Once in the [Main] section of the .cm.ini file.
